We even need more font formatting tags like font face. Being able to add divisions and say tables would also make post organization very nice!
If you wanna know more about what CSS actually is a what all can it do, you could check out this link (as suggested by Yvelette).

To be able to resize images, and not having to either send oversized images in forums, or having to change the size from source to make it fit.

@God~ Riako had once used it in a post years ago- I will link it if I am able to find it. Anyways, this is just a suggestion and Riako knows what's possible and what's not. Though to find if it's possible or not, someone will have to suggest it first-

Any webpage on any site can use HTML, and this site is no exception (uses tons of it). Anything that is HTML or even HTML5 will work just fine for PokéHeroes.
All it comes down to is if something is or can be supported on other browsers (especially mobile ones), since not all code in different coding languages would be cross-browser compatible. Marquee in this case is pretty old so it should work on every modern browser without any issue.

If you want BB codes, specify what you'd like. More CSS kinda style to format more? Change the color of threads? I can't support a suggestion that just says 'Add more BB codes'.

CSS is a branch of html that enables the coder to style a webpage with much more details, like padding, specific colors and settings of every single element in a page, corner rounding, and much more. It's so vast that I can't explain it properly here. Maybe even the fact that I know just the basics of CSS. An expert could explain it very nicely.
Marquee tag is moving text. You can surf the net for examples, or you can visit a link I gave earlier in this thread, which has an example.
I fully understand if you or someone don't understand all this. It was all gibberish to me not a year ago. Hope this helps.
