Completely Random Treasure Chest

Now, before anyone of you starts saying "Hey, we've seen this one already" or "This is too over powered to be here", bear with me till the end.
How to obtain this

This chest needs fragments to
restore, which means, after gathering 10 fragments (my opinion is
that 10 will be better), one can go to the Gem Collector who would
merge the fragments with the help of 5 gems of all kinds (maybe 10
will be better).
This will provide the person a Completely Random Treasure Chest.
Also note that, the treasure box sprite is of only one colour (as spriters/artists may choose, though tattered & brown will suit it). The name of treasure chest is Completely Random Treasure Chest. Individual won't be rewarded with any random treasure chest -- it's the name of the chest.
Obtaining the Fragments
1. Mystery Boxes: The chance of obtaining a fragment is highly minuscule; even lesser than summon items.
2. Treasure Hunt: The chance of obtaining a fragment is even lesser from treasure chests (because one can easily play with only 500 gc)
3. Extremely rare, from the beach.
After obtaining a fragment (even from trades and stuff), one can't obtain another fragment for some 10-20 days (random). If a user tries to do so, the message/popup will appear, like "The Mysterious Fragment in your bag repels the other mysterious fragment. Until this power subsides, you can not put another fragment in your bag."
If someone tries to send a gift to themselves, they still can't obtain another one. If gifted to someone else, they can obtain another one if the said user has accepted the gift, though the "can't obtain fragment" time will reset.
Also, if you have opened a Completely Random Treasure Chest, you can't open another one for 5 days. If a user tries to do so, the message/popup will appear, like "The violent energy from previous opening hasn't subsided yet. Wait for XX Days XX Hours before opening one."
This will provide the person a Completely Random Treasure Chest.

Theoretically, any item on site,
though there are a few exceptions. The chances of obtaining
non-items (like EXP, Shiny Chance etc. are more than that of
obtaining items (like gems and stuff)
One can obtain:
• Any number of gems (higher the number, lower the chance).
• Any Mystery Box/Key (black and gold boxes and keys have many times lower chance than normal coloured ones).
• Any summon items in any quantity (higher chance than from mystery boxes; number limited to 1-4; higher the number, lower the chance-chance decreases exponentially).
• All items obtainable from mystery boxes (higher chance than normal boxes).
• Exp (needed for user to level up; ranges from 10% of current EXP to 70% of current EXP).
• Increased shiny chance by a certain amount for a certain period amount of time. Example, : Increased shiny chance by 0.5% for 2 days (Higher the number, lower the chance.).
• Double EXP/EHP gain to any random poke/egg respectively present in party (only one).
• Increased Mega Able Chance by a certain amount for a certain period of time. Example : Increased mega-able chance by 35% for 14 days (Higher the number, lower the chance).
• Raffle Tickets (game centre).
• Lottery Tickets (game centre).
• Increased game chips earning from Hangman for certain period of time.
• Your next pokemon that hatches will be shiny/mega-able [i](Extremely rare; yes, even the legendaries and Ditto can be shiny, counts for every pokemon available -- lab, daycare, royal tunnel, beach, event mons, etc. Though, the chances of obtaining this from this treasure chest is lowered further in events like Shaymin, Kyurem, Zeraora, Event Distributions etc.).
• (Extremely Rare, 10x more rare than previous buff) Premium (from 1 day to 1 month; higher the number, lower the chance).
One can obtain:

are slightly higher than that of obtaining rewards (52:48
ratio).
Punishments can be virtually anything, like the negatives of the rewards available. Some examples/special ones are:
• Since they can reward items, they can also remove any amount of any item from the bag (higher the number, lower the chance; More the number of items you possess, more will disappear).
• Multiple items can also be removed from bag (Like, removed 3 PokeBalls, and 2 honey).
• Reducing EXP (userprofiles) or EXP/EHP gain for a certain amount of time.
• If number of items in bag is insufficient/very less, the chances of decreasing shiny/mega-able for a certain amount of time will be higher (To counter people from sending themselves their precious goodies before opening the treasure chest).
This can be harmful to people who already had less amounts of items and stuff, so adding this feature might not be good, though possible derivations from this can be made possible.
• Extremely rare, more rare than receiving premium -- Reducing number of premium days [i](from 1 day to 1 month; higher the number, lower the chance; number of days depends on the current number of days of premium remaining.)
• Evil Karp's Curse: Next (10-200) Pokemon caught at Emera beach will be Magikarp only. No shinies, no mega-able. Won't expire until the said number of karps are caught.

Honestly, this would be a very interesting idea if the punishments didn't exist. Particularly the loss of items one. I understand they're supposed to be a nerf for the 'generous' payout of the box, but imo, the risk is not worth the reward in this case.
A risk VS reward system only really works if the reward outways the risk. 'Is it worth all this time and effort and possible failure?' You seem to think it is, but I disagree.
Now, the possibility of obtaining 4 summon items at once is intriguing, but is it worth loosing 10 of the ones I currently have in the process?
So, you didn't specify the amount, but I take this to mean if you have something less than a hundred, you'll loose just under 10 items of that type. If you have over a hundred, you'll loose more than 10, and so on. Problem I have with this is that a risk vs reward system only really works if the risk exists within that system somewhat. Take the Coin flip game in the game center for example: The whole point of the game is that you can place your bet in to be possibly rewarded with double the GC you put in, the risk is that you could loose your bet if you aren't lucky. Loosing game chips is obs not nearly the the same as loosing your bag items. In this case, you'd be loosing something that you likely obtained through other means, like summon items from mystery boxes/buying them. Say you were saving up for a shiny hunt, and had about 150 rubies for that hunt. Say you went through the effort of getting this box, opened it, only to loose 10 of said rubies? That is a lot of value to be loosing in a single chest.
Also, one may be able to say the 'nerf' is the difficulty to obtain the box. As you describe it, it would be about twice the difficulty of a mega stone + 10 summons items. That, plus the fact that you'd have to wait at the very least over a month just trying to get fragments for this thing. Honestly, alone I don't think this is worth the effort, certainly not with the risk of loosing my hard-earned items! Not to mention, even if I do earn a reward, I'm more likely to obtain gems or mystery boxes, which I could easily get through the game center or rumble respectively.
All in all, I don't think this box is worth it. Even if I can get increased shiny chance, it's just too much effort and too high a chance to fail imo.

Firstly, I’d like to state the way to counter these punshiments stated.
1. Putting all valuable items inside a PT to yourself. If you are a experienced user, chances are you have a lot of different items, and won’t be little enough to trigger a shiny chance decrease even if you dump all your valuable items in a PT.
2. Reducing trainer exp? I don’t think people really care for that stuff lol, Not sure how to decrease the Egg exp nerf tho, so that may be a good idea.
3. well well, that can’t hurt me if I don’t have premium :) but in all seriousness, this will encourage something which will be stated at point number 5.
4. Evil Karp’s curse: Also will be stated in point number 5, but I wouldn’t mind more karps in my box lol.
Finally, point number 5:
The above punishments may have one simple solution that many people may resort to, and that’ll be multi accounts. They’ll simply send the chest over to a alt account to open, and there’s really no setbacks.

If I need 10 fragments that are rarer than its rewards, then why don't I just go for the rewards? At least how I'm thinking it, shiny hunting gives a better probability than 10 very rare fragments that might result in 1 guarantee of a shiny, or a mere 0.5% increase.
Your response seems to basically be that the userbase is being rewarded too much, so we should try harming the economy with massive gambles on this "completely random chest". That would probably better go to the staff on how good of an idea is, but for the people that want more stuff? I don't see how we're going to support the opposite. At currently 15% approval, this isn't happening. Neat experiment though, but try again with a 10% chance of loss.
