Yes - you need to catch them at the beach - owning them from breeding or AH does not count.

This is an old and outdated guide. Riako's added a number of updates to the beach since the last time this was updated and the guide doesn't reflect that.

Or you're actually using another rod and mistook it for the Old Rod. Happens sometimes.

How can I get the fisherman's hat? Is there a particular fulfilment to get it or does it just randomly show up on leah's list? And once it shows up, will it stay there permanently till I buy it or will I have to wait for it to come back on the list?

The trades change each day, there are steps to exchange for fishermans hat, like converting coper relic coins to silver then to gold then the gold coins to relic vase after that is the band and the crown and finally the relic crown to fishermans hat, you can see exacly how much of what you will need above in the Leah's trade list
