As long as it's sprited and the base pokémon is recognizable, you don't need to stick to the pokémon sprite style (:

am I allowed to pick a Pokemon, such as say butterfree, that has event forms of it on ph already (eg buttercream), and if I do, would the event eventually get a mega sprite? thank you :)
edit: same goes for alolan/galarian forms

You're allowed to pick any non-event [non-legendary] pokémon, even if they have an event counterpart.
Whether or not the event will get a mega as well, is not something I can tell you.

Same goes for Alolan/Galarian - entering a mega for one, will not automatically mean a mega for the other.

I have finished an entry on MS paint on laptop but it isn't saving transparent and I can't seem to work out how to make the white background transparent. Any tips? Thank you!

There are websites that'll turn the background transparent. You can use one of those (:

I do have an idea, but I'm wondering if it's okay before hand. Could you do 2 versions of a mega form for 1 Pokemon, but be apart of the same event? Example say like yearly anniversary gifts?

Edit: Also another question! Could the mega forms be also made as a retro sprite?

@HimeKumi - You can enter 2+ sprites but they will be considered different entries, and only one entry per user may win, even if they have the same base 'mon/are intended for the same event.

Retros cannot mega-evolve so retro megas won't be valid entries. ^^

I'd just like to point out the obvious exception, which is gender differences.
You can make a male and a female sprite of a mega, if you feel so inclined.
