I'm pretty sure it does.
You'll be able to start it, at least, so it would make sense that you should be able to finish it on mobile.

Wait- so, I'm confused. I didn't exactly understand what it meant by the "new waiter NPC." Do you have to be a certain trainerlevel? Because I have a pansear AND simipour and didn't see either.
