They appear in the Item Shop from time to time.
If you need a Happiness Evolution quickly, you can also try the 'Acupuncture' in the Salon :)

That's because it's a retro.
Retro pokémon don't evolve :)

They're available in the Item Shop from time to time.

How do I evolve my Eevee into Umbreon? I try to use Soothe Bell on it and it comes up with "This won't have any use" and when I use a Moon Stone it says "Your eevee needs to be equipped with a Soothe Bell", I try Soothe Bell again but the same thing happens?

There's a difference between 'use' and 'equip'.
If you 'Give' the Soothe Bell, so it is holding the Bell, the Moon Stone will have effect once you 'use' it.

How do I get more friendship? Bulbapedia says that Azurill needs high friendship to evolve to Marill. Would a Soothe Bell work the same way?

You can use the Soothe bell on it or you can also give it an acupuncture (Emera Mall --> Salon).

Both increase the Pokémon's happiness/friendship. ^^

Edit! I just noticed you were talking about Umbreon.

"Give" the bell to Umbreon and "Use" a moon stone on it.

So if I want my Shelmet to Evolve, I must have a Karrablast in the party, right?

If your Shelmet has a different OT, that should work. If your Shelmet has your OT, you'll have to trade it with someone, who has a Karrablast in their party.
