You can boil the gems (Except for fairy) and get a random evo. stone; maybe a mega stone, but it is quite rare, you can also get nothing from the boiling if it fails, another thing you can do with gems is you can trade them in, for pokemon, but you need to have a certain amount of gems for each pokemon, you also need to own that pokemon. (Usually used for hunts).

Weather balloon is used to evolve the pokemon Castform into it's other forms, depending on what the weather is in Emera town (Top right corner to check) is what your Castform will evolve into. You need to 'use' the Weather balloon on the Castform.
Shiny stone can be sold in Emera mall but it isn't sometimes there as there are new Evo. stones in the Item Shop each day. You can also buy them of other users or get it from the Gem Cauldron, and also they can be found in mystery boxes.
Give your starter (or any other pokemon) an everstone to prevent it from evolving.

As i already said this isn't the thread to ask things like that, this is only for evolving pokemon and maybe evo. items. So post a question like this in a 'Help' forum.
You need to hover over town, click gem collector and then click 'Gem Cauldron' you may need to pay 50k to fix it. Once you fixed it, it may show you the Gems you are missing to boil in the Gem cauldron, if not then that means you have all the gems needed. After that, you can start boiling, you will have 20 seconds (I think) to drag the corresponding gems in the cauldron, the gems you need to put in will be shown on the cauldron.
I would suggest to buy the 'Odd Incense' for 5k in the Item shop under the title of 'Misc. Items' the Odd Incense adds 10 seconds onto your timer which helps alot.
