I’m confused. There are much more shiny lugias than jackpot winners, so can lugia actually be shiny hunted?

the more shiny lugias than jackpot winner is because of the slight chance of hatching a shiny lugia from a lugia egg

So… It can’t be shiny hunted?

But if that’s true, there shouldn’t even have the small chance of shiny?

Then my question again. Why are there more shiny lugias than jackpot winners?

That's because it only shows the jackpot winners from the previous drawing, not the total amount of jackpot winners across every drawing.

Also, yes, Lugia is shiny locked with eggs from the non-shiny vouchers. Lugia eggs also don't count towards your shiny chain nor break it.

No, shiny lugia cannot be hunted.
No, normal lugia vouchers will not hatch into a shiny.

The extra shinies are from the Milestone pokémon numbers. To celebrate reaching the 10 millionth egg, several eggs were guaranteed shiny, based on their adoption number. That's how there's more Shiny Lugia than Jackpot winners.

Thanks guys for clearing that up completely forgot all about it being at the bottom of the page. I was honestly lost and confused there.

Also, I had completely no idea about that being a thing with the shinies, but that's nice to know and it's very insightful :)

I'm guessing that it was this which had caused those extra shinies? Well for reference o:

Shiny Lugia (10000000)
Shiny Giratina (10001000)
Shiny Mega Rayquaza (10010000)
Shiny Azelf (10101101)

Although the numbers don't add up still... Maybe there's some jackpot winners that weren't registered and it's a minor bug? I'm not sure 😖

It's possible the first few Jackpots simply weren't documented yet.
