used a water stone to evolve igglybath and it didnt evolve the waterstone was used but the evolveing didnt happen

Can confirm, I use it, it says it evolved, and the waterstone got used up, but the igglybath is still an igglybath.

I can also confirm that the evolution method of my Event Igglybuff didn't go through as well :

Good on you showing a screenshot of that.
We all went through the process losing 1 water stone, I used it while having my Igglybath holding a Soothe Bell.
That is 2100PD wasted while I am trying to save up enough for a Shadow Radar.

Asking for a rebate/refund (whatever you want to call that) on the money spent.

Is there a way to reclaim the lost water stones we used trying to evolve the new pokemon? ~~I may or may not have wasted like 30 of them uwu~~

I'm sorry, but I don't think there is. Unless there's a database that keeps track of the Stones used, I fear you might be out of luck.
