You can find in the rules in the first post that no. The doctor cannot. But if the rule isn't reinforced this round then I don't see why not. It frees up the guard anyway.
Also, if what Atava is saying is true - I know what role you are. I will just stay this outright because the spy has confirmed it towards the mafia. Atavan is Cop. She was poking around meme's body. Only Cop, Goon and Spy are present in the site - as she is a town role she is the cop.

Also, if someone is lying about their roles, the real one should claim. That means one mafia less, as the real one may prove it. In the worst of the cases we could vote one and let the Jailkeeper take care of the other

The rumors of a ghost that looks like Nishinoya have kept spreading, however, only a few claim to have seen the ghost.
Some people started telling the story of Nishinoya's ghost haunting the town at night to keep the children inside the house while the mafia is still going around. Kind of a smart idea, don't you think?
However, the sun starts setting and the towns people retreat into their houses, locking all windows and doors in hope to survive the night as it has become far too dangerous to stay outside.
The people start writing their votes on paper to give them to the mayor in the morning.
