Nothing. Relics have no use but to be sold at the shop, so they're pretty useless in general.

For the second part of the Raylong quest, do we have to win Higher or Lower 15 times in a row, or get to Level 15? (Not sure if this is allowed)

It's been awhile since I've done the quest, but I think you have to actually answer Level 15 correctly for it to count as completing the quest ^^

Depends on where you got them from. The first three paths only give you one each. In the endless path however, you have the chance to get them again. No limitation here.

Just have a look at this HeroTalks clip from last year to see how the battle thing works.
And here is the Wiki-article for battling and how to create a Battle Team after you brought the Key Item VS. Seeker at the item shop.
