I was sending a plushie and received an error that the message was over 500 characters. I edited it down to 500 exactly and still received the length error. Once reduced to 486 characters, the error is still happening but finally went through with 433 characters.

Special characters [& ~ ♥️ ] don't count as a single character.
As such, I'm not quite sure this actually is a bug?

The issue was, though, that there was much less than 500 characters and it still would not post.

This turns out to be 510 characters.

Personally, I believe the decoded character length should be used, not the encoded one (as the encoded one doesn't mean anything to people, so then it also doesn't make sense to say the max length is 500 characters).

P.S.:
I think ♥️ is 1 character. In things such as SMS, it is often viewed as 2 because it's not counting characters but bytes needed to encode the character.

I am also having problems with this. The error message says it needs less than 500 characters.

It says characters 476 and still will not post. This needs to be changed to save confusion.

I've edited it where I can but as the above post says: encoding doesn't mean a thing to people who don't know such things.

*Edit: I changed one & symbol to "and" instead and it posted. But it now says it has 478 characters.

As SwampFall pointed out earlier, special characters [like ' ] are encoded into HTML and count for more than 1 character.

Then it should be counted simply as characters as the error message says, and not html. I have no idea how that works, but then again neither do most people.

It can't "simply" be counted as a character ^^'. It's encoded to HTML, to make sure the character doesn't affect the execution of the code.

King's Rock ' is counted as a single character and it continues to cause problems in the Item Market.

Then to get around it, you should probably change the error message to include the html warning because it is misleading.
