Any tips on how to save up or grind enough pd to get the shadow radar while also balancing having a pegendary collection (actively buying legendaries)

In my opinion, it isn't worth it for a Shadow Radar. Many users agree with this.
Unless you want to sell shadows every day, it isn't worth it.

Why, in my opinion, the Shadow Radar isn't worth it

First, the minigame is boring. You literally just click on silhouettes on a 10x10 area.
Sometimes, your chain goes up to 200, which is just boring.
Also, you have to play the game in order to have a bigger chance for rarer pokemon. The first times, all you get are boring commons. You just get bored.

Second, it's 500k. You just don't get the money back from using it.

Third, you only get Kantos with no upgrade, and the upgrade costs even more PD. You can also only catch one per day. To upgrade this, you need 200 nuggets, which is absurd.

Fourth, it uses pokeballs. If you're really unlucky, you use like 5 ultra balls.
keep livin'. keep dreamin'.

As a user who catches shadows almost everyday, I'll like to give my smol insignificant opinion.

Catching shadows, although boring and expensive at first, is a pretty profitable way to earn if you spend about 10 mins per day catching shadows.

Although the pokemon you catch is pretty common, if you keep on trying, the rarity of the pokemon you get will go up, until you will be able to encounter legendary, or even the most expensive pokemon, ditto. The 2nd upgrade really isn't necessary, but it might be a decent upgrade if you get bored of facing the usual kanto pokemon.

I've gotten quite a few shadow legendaries already, which are mewtwo, another mewtwo, Celebi, another Celebi, and a zapdos (which I caught yesterday yay), all of these can be sold for pretty high prices. I've also caught tons of shadow unowns, which can be sold for about 30k each. Basically, if you keep up the grind, you can get a few million pd's worth of profit.

Of course, you might need to use 10-15 mins per day to catch shadows, and it's kinda boring, but it's good if you want to earn big pd lol

The Shadow Radar is something that, in my opinion, is worth it if you spend a lot of time grinding with it. When I say a lot, I mean a lot, as in catching hundreds of shadows. Id recommend saving up for it if youre willing to dedicate lots of time to catching enough shadows (likely 150+) to really begin profiting.

In order to save for it, youll probably need to cut down on legend-buying and really focus on interacting and saving up the PD you make from selling. ^^
