According to the Admin's recent post or hint.. you needed to make your Slugua HOLD a "Shoal Shell" and then trade it off to someone you trust, it'll evolve afterwards.

Then, the other user should trade the evolved event 'mon back to you. 🤔

I won the "Event Spriting Contest" as it says on News Announcement #224.
