Pretty much.

Make the task not show up whenever there's a Thunderstorm at the very least, because it's impossible to complete otherwise, and a waste of a task slot where you could be getting another task you could be doing.

But its still possible to catch one for people who have the fisher-hat... no support.

It would be an suggestion if the task says that you're not able to receive the DP for the task without the fisherman's hat.

Thats not completely true.

If you have the fishermans hats, you can still enter the beach and catch Pokemon.
But well, it needs some effort to get the hat so I can understand your point. ~

If you have the hat, you can fish.
Otherwise, it's an hourly task, and it'll change next hour. You're not completely locked out of getting dp.
