Like basically all of the other evolutionary items - you can either buy them occasionally from the Shop, find them in Mystery Boxes, or buy them from other users.

That happens automatically. Whenever you have 100 small nuggets, they are automatically converted in 1 big nugget.

How long does it take for a Furfrou's (obviously non-permanent) haircut to grow out? I've waited quite a number of days already, and there doesn't seem to be anything I can or should do to trigger it. I don't want to give the pokémon a new haircut, just the default one back.

The answer to both of those question would be 'no'.

Gifting pokémon is not possible.

You can sell your nuggets in the forum, there are quite a few users who would be very interested in them, if you want to switch them out for PD.

Raiku! i just getted water stone and gived it to my newly hatched pokemon and it sayed this wont have any use... and when the were analysing it it sayed it water grrr so i just gived it to him /her

Could you perhaps say what Pokemon you were trying to evolve?
And, to evolve a Pokemon with a stone on this game, you need to "use" it, not "give" it to your Pokemon.

Edit: By looking at your party, it seems that you have given the stone to your Goldeen.
Goldeen does not evolve from Evolution Stones - it evolves at a certain level.
