Go to the Machotide's summary page (Here) and there should be an option to evolve it :)

It evolves automatically once it reaches level 20.

With getting Espeon and Umbreon how do I accomplish the evolution successfully? Held the soothe bell and use the stones

Espeon= Hold Soothe Bell and use Sun Stone
Umbreon= Hold Soothe Bell and use Moonstone

Once they evolve, can take back the soothe bell

Soothe bells can be found occasionally in the item shop ^^ The evo stones there change daily. You can also get it out of boxes and treasure hunts, but that's a small random chance.
