Playing Pokemon Moon. Should I evolve my Pichu into a Raichu or should I evolve my Eevee into a Jolteon? I prefer to have at least one electric on my team. Any suggestions?

Is it normal for the AP for the new event Pokemon to gain so slowly? Or is that just me?

In order to evolve Riolu, do you have to give it a Soothe Bell and wait for it to level up? (Because I've done that and it didn't work lol)
