It was a bright, sunny, nothing-out-of-the-ordinary afternoon in The City of Elantine.
A perfect day for trouble to arise.

"So the National Security Department wants to use the Elite Security Agency to attack us? Interesting..."
Ldeya mused thoughtfully while casually strolling out of New City Hall.
She didn't bother reporting it to Huixin.

The girl had her headphones on, clicking furiously away on her game monitor, occasionally swearing and cursing as she cussed at her teammates. Her pet raccoon Poe, which just came into her room one day and refused to leave, was making a mess out of her rubbish bin that was filled with snack wrappers and bags of finished goods.
Sparing a second as she was reviving, Xuanji glanced at monitor number two, where Ldeya was strolling out of New City Hall. Even though she had been engrossed in gaming, she had caught what the executive said.
Xuanji shrugged and went back to her game.
She groaned, burying her head in her hands, sinking down to lay her head in her arms.
“I should’ve just become a freelancer…”
She muttered, sighing.
her desk was piled up with paperwork, dozens of stacks littering the desk and spilling out onto the floor.
“It’s like I’m the only one doing any work here…”
Ophelia groaned.
Then, another file decided to manifest itself right before her.
URGENT.
She sighed, opening it up.
Then, she paused.
“Oh.”

She picks it up, swiping past the message to the files of the members of the ESA. Printing them out, she carefully took the freshly printed copies of their profiles, flipping through them. Her eyes lingered briefly on Ophelia’s picture, softening for a fraction of a second. Even her official photo looked exhausted.
Flipping to the page sectioned for her powers, she looked through it thoughtfully. Huh. Overpowered. But restricted heavily by the government.
Well…they were certainly a threat. But Huixin felt confident enough that they would be able to succeed. And it would be funny, to have the government’s puppets defeated by a bunch of kids. Speaking of kids….she should probably give Shieta a nice treat for being the resident babysitter. Maybe a nice dinner? Dinner was good for showing appreciation…right? Huixin hums, googling ‘Top 10 Ways to thank your employees’, scrolling through the ideas offered.
And now, dinner aside……what was the best way to put the government in their place? Huixin smirked, her eyes darkening. She was going to make sure there was hell to pay. For every step the National Security Department took, she would be sure to send them a warning gift. She would rain down hellfire on those that challenged the reign of her Mafia. She got up, walking out from her office, hair swaying softly as the sharp click-clack of her shoes reverberated through the hallway. Time for some fun~
She needed to submit and file all her forms in triplicate. What a hassle.
First up was the Free Ability Usage form, her least favorite one. It needed to be filled out in accordance to government regulation 11b dash 41-A.
Her pen(You had to fill it out in pen), moved rather lfielkessly, as she tiredly filled out the forms.
Search and Arrest forms, in accordance to guidelines Triple-A 14 dash B dash 16c. This one had to be failed in quadruplicate.
Finally, Lethal Force permits, in accordance to government regulations Quadruple-Z 98 dash 14 dash 91 f. This one, she only needed one.
She scanned the document she’d been sent, frowning.
She flipped to the next page.
Her gaze landed on her. Hui Xin.
Her scowl deepened.
The boss. The head of the group that gave her such a headache.

And just as unfortunately, Shieta was a workaholic.
It was only by the time she was done with rearranging another fellow members organs did she finally had the time to check her phone for the latest news. Shieta raised an eyebrow in curiosity. She knew this cat and mouse game was going to end eventually, but it seemed like the Elite Security Department worked faster than she had thought.
Handing the patient to another young medic, Shieta took off her gloves and mask and put them aside. She squints at her phone screen scrolling for any additional information as she walked down her hallways, her boots leaving no sound as if she were just a ghost passing by.
However, the members of the Mafia bowed to her with respect as if they knew this small lady were no ordinary individual. Afterall, she has at least saved every single members lives at least twice no matter how critical.
Soon. after many twists and turns, she heard the sounds of heels clicking within the hallways. Shieta sighs and finally put her phone away. Her previous stoic expression turned drained. She gave an resigned sigh and nodded towards the tall figure entering her view.
"Hello Boss, with how excited you are, I'm assuming you already have a plan?"
People would call her crazy saying that Huixin looked happy right now, but perhaps it was just the years of expertise that allowed her to read every crease and folds down to the knit of her brows. No matter how numbed the other looked, Shieta just somehow knows.
Perhaps she has cracked the code, Shieta muses, humored by the idea.
“And yes. I do indeed have a little plan~“
As much of heroes as the government were….eradicating the mafia would take second place if she could cause big enough of trouble someplace else. After all, they were all about damage control, weren’t they?
“Call up Xuanji. Get her to find the busiest part of the Town Square, Central Park and the Grand Avenue. Oh, and find me good vantage points that are discreet enough. Oh, and when it’s the busiest too. I want as good a view you can get from the surveillance cameras. I’ll get the lackeys to prepare two ambulances too. Boy do I have a fun game to play~“
Hui Xin grins, grabbing her coat and disguise, heading to find Ldeya.
She made sure to swipe someone else's soda from the fridge, popping it open and taking a sip.
Just a typical day of eavesdropping on government officials.

“You’ve heard, I presume, my dear Ldeya. And you probably know I’m not going down without a fight. What say we sharpen your sniping skills again, hmm? Three prime locations for you to pick from, guaranteed to cause enough chaos to keep them busy for a good while”
“Non-fatal, though. We don’t want to start off with that extravagant of a show. Just a little taster. A warning, if you will. Sounds good?”
Shieta watches Huixin as she marches off for a moment, before shaking her head and heading towards the basement. Now thd easy part was over, the hard phase small now begin.
This was what Xueyu called a "elite boss" in her games right? When enemies are harder to combat through and they could take a lot more damage?
However, Xueyu wasn't tanky. If anything, out of everyone, she probably had the least amount of exercise and built up muscle. Even her dear little disciple Saeng-i who didn't even go out into the field often would probably win a battle of arm wrestling between the two of them.
As Shieta was occupied with her thoughts, the elevator finally reached to the bottoms most layer of the basement. It was luxurious, elegant, and gaudy in all just the right ways. Clearly, it shows that the interior was probably chosen by Ldeya.
However, unlike the outer appearance, you can hear the sounds of makeshift gunshots and faint groans of anger and as well as the occasional "Ha! Eat that noob!" Coming from the corner of the room.
There sat a very internet addicted child name, Yu Xuanji.
Also known as the youngest of the Mafia.
The girl spared a moment to mutter out of the corner of her mouth, quietly. “Poe, attack.”
Her raccoon, which was half buried in a mess of wrappers and plastic bags, leapt out and began running towards Shieta, jumping up preparing to attack.
Xuanji knew that it was Shieta in the room, she had the Mafia’s security cameras all in view on her fourth monitor.
Ldeya tilted her head, lips slightly parted.
"But sniping's no funn. I have no chance of missing."
Her ability could ensure almost infallible probability of hitting the target. Although her aim didn't leave much room for failure anyways.

Hui Xin replies; amused at Ldeya’s response.
“Besides, I chose you because not only is your aim good, well, your probabilities of missing are slim to none”
Ophelia sighed, getting up from her desk, as the files flickered out of existence. They’d be processed within 10 minutes.
She would have to shift this damn workload onto someone else. She would be going personally.
She made her way to the other side of the room- the one not covered in boring legal documents.
Ophelia pulled her uniform off, pulling on a baggy hoodie and a baseball cap.
She would be way too conspicuous in her uniform.

And with that, she gave Ldeya a small smile, before leaving.
Time to go find her favorite weapons….and more planning. Of course she wasn’t going to stop at just one incident. What was she, boring?
Oh, but what to do…what to do? So many options awaited her endless ways to terrorise the civilians. Oh right. The fake ambulances for those that got shot. Why just stop there, hmm? Maybe a normal mafia would. Not Huixin. It was time for some kidnapping~
Two people? Wow, Boss surely was in a hurry to get things done.
Poe was on top of Shieta’s head, scratching at the woman’s hair. Xuanji signalled for her pet to free the doctor of his dangerous claws, Poe jumped down from his perch on Shieta’s head and back to his owner.
She sighed and crossed her arms, slumping back into her chair like her spine was nonexistent. The teenager waited for her ‘elders’ to give her the question they were instructed to deliver from their boss. Which Xuanji already knew the contents of, but wanted them to do it anyway for formalities sake.
“My newly developed gadget, that’s a satellite tracking map, there’s dots on the map when you expand it. It receives signals from the satellites I have hacked and under the Mafia control right now, and conveys the people, then reads them as the dots on the map, anywhere with crowded red signifies places with lots of people. Is that all you need?”
Xuanji thought for a second, and looked at Ldeya.
“I wanna get back to gaming.”
