Maybe there was noone who interacted with the egg from the previous index and a random egg was picked from everything.

um I dont think thats how it works, how it works is that after an egg has hatched or passed the time, a random egg from an online user is chosen

Banned Users still can log in, but they can´t do anything. But as far you´re online, your eggs can possibly come on Index page.
Also there is a veeery small possibillity, that the user got locked just right before.

Being online is not enough to get your egg on the index, you have to have interacted with the previous egg. That's what is stated in the wiki.

first of all the wiki doesnt say that

The wiki doesn't say that because, I assume, it is an edge case that is unlikely and unintended (but totally possible and if there is no safeguard the whole feature breaks). On whether you interacted with the previous egg or not, I dont really care. Whatever we say here are just speculations without any confirmation from the developer, so you can't say what is right and what is wrong just on your own.

andd its cause u said that no one interacted with the prev egg, so im saying what u said is prob wrong
and well honestly its not that rare cause the egg can hatch at the last second and no one interacts with the next one before the time is up

I definitely got my egg on index without interacted with the one before, but the easiest way to answer your question is to ask a mod. ;)
The fact that a banned user still can login is true, but when her last action was 1 year ago, then she definitely didn´t logged in since then. So maybe it´s really a random picked egg.

Banned users can't log in.

What Traffy said is correct: If the system can't find an egg of a user who interacted with the previous index egg, a completely random egg is chosen.
