how do i evolve Milcery here? if it's by Sweets, where do i get them?

I believe you get the sweets by the wheel of fortune in the game center.

Have the Milcery hold the sweet, use Milcery holding the sweet to spin the wheel o3o

I think, you get Sweets from the new game at game center, the Wheel of Fortune.
If you win sweets from it, you give it to hold to Milcery. Then, by keeping milcery in your party and letting any of your pokemon to spin the wheel makes it to evolve.

But to access it you need to hatch at least 3 milceries

Yup. In order to gain access to the Wheel of Fortune, you need to hatch three Milcerys. ^^

Which alcremie your milcery will evolve into will depend on the pokemon spinning the wheel. You can discover the mechanics yourself or check WolfieDire's "Spoiler warning" feed from 6 days ago, loketoke figured it all out there.

You just have to hatch them, I would think it would register the eggdex

so i've hatched a ton of Milcery (at least 40) but idk if the Milcery is supposed to be the one spinning the wheel while holding a sweet or not.

It doesn't have to. In fact, some alcremie forms are impossible to obtain if a male doesn't spin the wheel

Sounds about right
