Mine bugged

I havd 3 pokeballs and I found a retro Tyuphlosion but it didn’t let me catch it

I didn’t even fight it

Groundon fight the Pokemon and catching is random I am takes 1 ball or 100. It isn't bugged be side u caught mine after 5

You don't fight the Pokemon, all you have to do is flee from it or catch it. You only had three Pokeballs and the retro will sometimes break out of the ball, you should've had more than three Pokeballs.

Plus, I'm sure it probably wasn't a retro you ran into if you couldn't catch it.
