"It wasn't Catwoman. Her story is VERY edged out of the truth. I believe it was an inside job. I believe a hero killed him out of jealousy. I believe it was Superman or Green Lantern."

Ra's answered:

"All former members of the JLOA must be hunted. Flash is one of them. Target him."

(Batman's killer is not Catwoman, despite proof. Ra's Al Ghul (whom I control) killed Scarecrow. Ra's made deals with the real killer but doesn't know who it was. He sent an assassin after the killer because he wanted the kill.)

She flinched visibly. "But... Where's the fun in that?" He went on, cracking a little smile. He turned and walked off. Catwoman disappeared into the shadows. He called Harley.

Whilst all this crazy stuff was going on, a shadow flitted across the rooftops of Gotham. The figure held up something and a small flurry of snow was blasted towards the bank, which what swarmed with thieves. The evil doers were frozen in the act, just as the police arrived. The figure on the roof smirked and vanished.

(Which is why I am agreeing with you. Plus why was Catwoman's hair in his mask to be found? Shouldn't it be on the mask and get blown away by wind? Depending on which costume she wears she keeps it covered so none of it can fall out. She is a professional thief. And professionals never on purposely eave evidence linking them to the crime.)
