@C001Lord You trade it to another user by using GTS and then it will evolve in their party. I'm up for helping you if you wish!

Mantyke evolves with Remoraid in your party, so put them in your party and lvl up Mantyke ;)

You forgot to put eevee on what pokemon a water stone evolves :)
