But there is just one pokedex entry for Mega-Lucario. As well for Gardevoir.

That's because there's an extra part for Mega evolutions ;) Just like the Events

I mean that in the part for the Mega evolutions are two for Ampharos but just one for Lucario and Gardevoir.

Oh yes, I see what you mean. My bad then, sorry :X But still, if they aren't available yet, Mega Lucario-sensei and Mega Festival Guardevoir will be available in the future.

There is at least one Lucario-densei or Rokkyu with a mega bubble on the site, so yes.

I am not 100% sure. It may be that Lucario-sensei mega evolves, but will then have no sprite. Same for Festival Guardevoir.

Dragon Queen: It's not more difficult to get the shinies, but the eggs of the Events, because not all eggs in the Daycare are Events and they are not in the Tall Grass.

No, Mega Charizard X and Y and Mega Mewtwo X and Y are not yet in the game. This is most likely due to the fact that there are two each and Riako is still working out how to make the site know which is which.

The shop sells them sometimes. You can also find them in Mystery Boxes or buy them from other users.
