If it asks for a level (and only a level) there shouldn't be any requirements.
Binacle evolves at level 39 as well, but there are no additional requirements (like daytime) for it to get to evolve, so yes, it would've been the correct one.
I haven't seen it ask a "requirement" evolution, and I don't think it ever will, but simply uses those as a special "challenge" while going through the Tunnel (though I can be wrong).

I was just asked which three was these Pokemon were Grass/Field and my options were:
Skiploom -> Whiscash -> Bellsprout
To my knowlegde, Skiploom is Fairy/Grass, Whiscash is Water 2 and Bellsprout is Grass, I thought I'd mention it here ~ ;u;

I know it's weird, with Hoppip and Jumpluff both being Fairy/Grass, but on PH, Skiploom is the odd one out ;)

Below would be Nidorina, Porygon and Nidoqueen. In reality, Excadrill is the correct answer.
Edit: Looks like there's multiple drill pokemon :-;

Now the point is that when i use the official Royal Tunnel Guide i figured that the 1st and the 3rd option both were supposed to be correct so i clicked on Luvdisc and it showed wrong literally i was on lvl 20 but still lost my 7,500 pd for waste :,(
Needs to be fixed as soon as possible~ :/

Still i found another weird questionit was a guaranteed wrong question.
My question was who who has an EHP of 10,355(Something after 10000's) anyways
Options: Cherubi(Or something of 2805 EHP i am sure not for the pokemon though),Luvdisc,Phantump
Now the point is that when i use the official Royal Tunnel Guide i figured that the none of these options were correct and i clicked the 3rd option anyhow it said wrong :S

Haunter is ghost type.
Abomasnow is ice type.
Mudkip is water type.
Which of them is a steel type
Steelix-Pichu-Tropius
Steel and ground-Electric-Grass.
I clicked steelix but it says its wrong.
