I don't think there needs to be more explanation - as there won't be a Gem Shop.
Buying gems with Pokedollar, Game Chips or any other available currency would strongly destroy their purpose. They're meant to be obtainable from rumbling/mystery boxes and they're meant to be traded with the Gem Collector. They have their own story, their own merchant and their own purpose in this game.
Making it possibly to purchase them with PD would just ruin that whole part of the site and would simplify so much :p
