Put a Level 100 shiny Bidoof from your Pokémon Diamond game into the Pokémon Bank then transfer it to a newer Pokémon game and it will magically transform into a Palkia

To get an everstone, you need to have two lvl 1 magikarps in the daycare and there is a 0.5% chance of when you get either of them back, they would hold an everstone.
