Oliver also noticed Kyogre "Hm, lets see what I can do.." He said walking towards the dock. He took out a Pokeball that contained his Salamence and he was ready to send it out just in case. He didn't seem to notice the rain.

Fae stared out into the ocean, pulling her hood up further to be sheltered from the rain. While others would gladly take the opportunity to fight such incredible Pokemon, the ghost girl saw them as being cruel to the Pokemon, so anytime someone would challenge her to a fight, it was always refused.

She noticed Moody spinning around, trying to find shelter from the rain.

"...Kyogre. No. What the hell's it doing all the way out here in Vermillion? First the birds, now this?" He threw out two pokemon. "Viridian! Voltsy! Come out!" A leafeon and Jolteon emered from tehir pokeballs. Kyore seemed to be getting closer and closer, and upon closer inspection, it seemed to be in its origin forme.

Clover looked at the giant whale, coming up with a plan. There was a good chance this one also had a black chip, probably a version resistant to water. Well she just has to find it.

"Primarina, ice Beam! Raichu, thunderbolt! Noivern, Draco meteor!" She commanded her Pokemon, who all used their respective moves on Kyore.

"You're hehre too, huh?" Admin shouted over to Clover. "Voltsy, Thunder, Viridian, Leaf Blade! Protect the Docks and the Ships at all costs!" None of the attacks seemed to remotely faze the giant whale. It roared, and started to charge up a pulsing orb of water.

Clover continued commanding her Pokemon. "Raichu, use psychic to hold it in place, then Noivern use Dragon pulse. Primarina, go underwater and look for anything suspicious and take care of it!"

Primarina nodded, diving underwater and swimming towards Kyore.

Kyogre finished charging the blast, and then released it, sending a giant stream of water aimed straight at Clover.

"Zoroark! Do your best to dodge!" She commanded, knowing if Zoroark got hit, the illusion will go away. "Raichu, electric terrain and keep using thunderbolt!"

Primarina swam around Kyore, looking around for anything suspicious. In the end out of boredom, she used ice Beam to hit Kyore from underwater.

Clover quickly switched her ride Pokemon before Zoroark fully detransformed from the attack. "Noivern, use Dragon pulse!"

Primarina continued attacking Kyore from underwater, trying to find the black chip

AJ saw a few others running outside to face the Kyogre, she saw shocked she knew there were some legendary birds who had gone crazy but now kyogre? She dashed outside to the docks and called out Luxray, "Luxray use thunder then charge!". Then AJ called out empoleon "Rayne go join that primarina, use Blizzard then Hydro pump!"

Oliver sent out his Salamence and hopped on it, they flew towards Kyogre. "Salamence, use Draco Meteor..." He said before as Salamence roared, suddenly meteors flew down from the sky hitting Kyogre.

"Raichu, let's do it!" Clover shouted, swapping z crystals from Primarium z to Alolaraichuim z. She knew that the Z move's side effect would always paralyze the target, which would be enough time for her to search for whatever's causing Kyore to go beserk. Catching may be required.

"Primarina, try to launch Kyore in the air!" she commanded her starter, who used hydro pump underwater

Fae watched the fight with a disapproving look. Such cruel trainers, tunnel visioned to using their pokemon to harm other pokemon for the sake of playing hero. The ghost girl continued watching, disappointed in all these trainers around her.

Clover struck the first pose of the z move, which Raichu copied. She had a theory that this Kyore was sent to Kanto, to try and destroy the region that was currently homing many refugees. She could not allow that, and this thought was what allowed her to activate the Alolan raichu's Z move.

"Raichu, for the safety of millions!" she commanded as she struck the last pose, and the z power transferred to Raichu. "use Stoked sparksurfer!"
