Based off Celebi's Pokedex data, the Shiny chance is ~1/200 (69 / 13661 = 0.005). [This is actually excluding the Celebi that users scared/released, so the Shiny chance is actually lower]. I personally think this is way too low:

On average, using Super Honey, I get around 1-2 Celebi a month. Based off that data, it would take 100-200 months, or 8 years and 4 months - 16 years and 8 months, to get a Shiny Celebi.

To make it less RNG/luck-based to obtain a Shiny Celebi, I propose this suggestion: a Shiny Celebi should be guaranteed on your 50th egg, similar to Hoopa/MissingNo/Lake Trio/Garden Trio

This would also incentivise users to hatch Celebi, instead of just scaring them away.

Bump. Finally got my 13th Celebi, 3 months after the 12th.

Not only do you need to be lucky, you need to be active, to scare away other Pokémon eating your honey.

On second thought, a guaranteed shiny on the 20-30th would be better. Another solution would be to increase Celebi encounter rates, and increase the time a Pokémon spends eating Super Honey (or allow you to apply multiple Super Honey) so an Aipom doesn't eat it in 5 minutes.

With increasing Celebi encounter rates, its possible to do that via an event, similar to the Slowyore event. This could also help with a certain quest for 8 Pokémon. (But I'll probably make a separate suggestion for that)

I feel this kind of makes it unfair for those who obtained shiny celebi in the past tho.

This would only make it unfair for the <70 users who've obtained a Shiny Celebi, some of which are now inactive, or have obtained a Shiny Celebi more than once.
