The fancy cuts were unlocked as soon as I finished making all three
of the basic cuts permanent, so I didn’t need to waste any money to
unlock them, and I assumed, based on everything I’ve read, that the
royal cuts would be the same, unlocked after I got all of the fancy
cuts and made all of them permanent. But I’ve done that now, and
they haven’t been unlocked. Is it meant to be different like this?
More of what? More fancy cuts? More basic cuts? Or is it a glitch?
Nothing’s obvious. And you’ve steered me wrong before. What you
told me about the Pokédex was wrong, and I might’ve never found out
if Riako hadn’t happened to see and reply to a post I made about
something else that mentioned it. When you reply, even if what you
say is wrong, other people don’t say anything.
I’m not being “aggressive” in the slightest. I am asking questions
in the hope that someone who actually knows the answer will answer
them, and fast, so I can stop wasting my time.
And, no, the number without a star in the Pokédex does not refer to
the total. You are wrong. It refers only to the number of
non-shiny, non-shadow Pokémon, according to Riako.

The unlocking of each section of cuts doesn't depend on permanent
haircuts, you simply need to complete the previous cuts several
times. The royal haircuts are slightly harder to get than the
intermediate ones, so you'd need to do those a bit more before
unlocking them. So you're on the right track, but you need to
complete more of the Fancy level haircuts to unlock the royal
ones.
