I see people talking about bulletin board tasks, but I have no clue where it is..am I just not a high enough gardener level? What level does the bulletin board appear at?

Bulletin Board is available in Berry Garden under Town tab. (Town -> Berrygarden -> 'Bulletin Board' in the green box after Berry Market). As Berrygarden needs only Trainer Level 8 to be unlocked, then, you must have unlocked Bulletin Board already too.

Bulletin Board is a place of a sort of like board where tasks(orders) are pinned for you to fill.
You can click on each of the task to see the berries, seeds and items required for it which are ordered. You can also see the rewards which contain Gardener Points, Pokédollars and even sometimes items.

You unlock Bulletin Board after finishing the berrygarden tutorial with Lorelei

The Bulletin Board is the board you unlock at Trainerlevel 8 once you complete the Berrygarden tutorial. It holds a variety of tasks that require you to grow berries, make seeds, and collect food items to exchange. Completing these tasks gives you Pokedollars, Gardner experience stars, and occasionally an item reward. If you dont want to complete a particular task, you can dismiss it and wait for another task to appear after 15 minutes. ^^

ooooo ok :0 ty all! I'm actually not quite at berry level 5 yet (haven't had the time/patience lol) but i'm super close to it now, so i should unlock it soon! ty again :D
