For the characters in question:
My Hu Tao is kinda half-built already: fully ascended, lv 80.
She has a fully ascended Dragon's Bane, lv 80, r4
Her current artifacts are 2-piece Crimson Witch and 2-piece Wanderer's Troupe
And talents are 6 - 6 - 6
Childe, I haven't really touched since getting him.
Currently C2, ascension 2, lv 40
He's using Rust atm, just bc I don't really have anything else for him, at lv 20, r4 c':
I also have The Stringless?
My Rosaria is currently C4, ascension 3, lv 60
Artifacts: non-existent; Talents: also untouched-
I gave her the Dragonspine Spear bc I thought it looked nice on her c:
I also have the Favonius Lance, if that would be any good on her?
Chongyun, again, I haven't touched.
Currently C1, ascension 1, a powerful lv 20, with his Waster Greatsword ~
I also want to be able to work around my Spiral Abyss Teams, currently:
Noelle - Ningguang - Eula - Jean | Razor - Amber - Hu Tao - Diona
My second team is definitely much more of a struggle to play, especially when it comes to floor 11+ and the abyss lector things-

Honestly all the artifact and stat stuff is so technical I don't even know where to start. I just throw whatever sets sound good on my characters and pray haha. ^^; It's worked out fine for me so far though. :P
because this ensemble of ours is like an endless love. ♪

I cant really recomend anything for Hu Tao because I dont have her T°T *sad noise*
But for childe, rust is A pretty good weapon! I got it on mine too, and r4 is really impressive good job!
Artifact wise a 4 piece heart of depth with a hydro dmg goblet would be very good for him, but rn I´m playing him at 2 piece heart of depth, 2 piece noblesse. Works pretty well for his burst. I also suggest leveling the burst first when it comes to talents, and perhaps normal attacks due to rusts passive of increasing normal atk dmg.
Rosaria is a pretty good unit too!
Dragonspine spear is great on her if you build her physical, which I´d definetely do! 2 pale flame, 2 bloodstained and a physical goblet and youre good to go!
Otherwise for cryo support the favonius lance would be better, because it has energy recharge (I think? correct me if I´m wrong) and a 2 piece cryo set with cryo goblet.
Sadly cant say anything good for chongyun cause I dont use him too, like you I join the lvl 20 waster greatsword group

Now the best set Imo would be 2 piece gladiator & 2 piece bloodstained/pale flame (They give same 2 piece effect).
Why I think you shouldn't go for 2 piece pale flame and 2 piece bloodstained for 50% physical damage is because Imo a 18% attack increase on all 4 skills (normal, charges, E and Q) is better then a 25% bonus on just the normal and charged.
But if you're like me who doesn't charge attack at all then 4 piece gladiator is honestly the best option. because then you get a 35% attack boost on your normal instead of 25% on both normal and charged.
(Sorry can't charge attack for the life of me.)
As for stats try for attack %, physical damage and crit damage. Rosaria has quite a lot of crit rate on her own so you don't need a full stat for it. just sub-stats should cover it.
Now if you don't want to go phys DPS with her.
then favonius lance is best option. (not counting 5*)
make her a 2 piece blizard 2 piece noblesse burst dps.
or even support

I'm not too familiar with Rosaria's kit, but I think I'd prefer to use her as a cryo support?
Like, if I have Hu Tao as a Main DPS, with Xiangling for Pyronado + pyro resonance, Rosaria for Melt-
I'm not too sure who I'd have as the fourth
I'd probably, maybe, keep Diona for healing, shields, cryo resonance (increases crit rate, i think?) bc using Hu Tao makes me nervous lmao
Thoughts on Xingqiu? I have him at C4
I've never actually used him

with a support rosaria deathmatch or favonius lance is best.
focus on the burst or Q
2 piece noblesse & 2 piece blizard
or
4 piece noblesse
energy recharge(if you choose death match otherwise atk%)/cryo damage/crit rate on the artifact stats

If you want, I can give a list of her pros and cons, but basically: she does more pure Pyro damage than Yanfei, but is harder to play and cannot consistently vaporize
Edit: also her rerun just came by so it's gonna be a while lol

Was kinda underwhelmed with the damage numbers, I'm guessing with max talents she could get me 20-30k Crit, so I'm focusing on that.
Her vaporize is a pain, and constant Xinqiu Ult is required. She may be best played on a Melt comp with Kaeya and his ult.

Weapon is r2 dragonsbane, i go for Elemental hu tao, talent lv is 11,10,10(the extra one is due to childe's passive talent weapon mastery or sth
My childe build is 2 gladiator and 2 wanderer troupes and one noblesse(noblesse have hydro dmg bonus with crit rate and dmg :D)
His weapon is r2 stringless, i don't use rust because it sounds like physical dmg to me, but I'm building elemental childe, his talents are 2,6,9 (I'm too broke to lv up talents now)

Double Crown Hu Tao? Or is it constellations?
And yes, I think Elemental Hu Tao has the most to gain from 4p Crimson. Artifacts can be a pain lol
Dragon's Bane is a good alternative for her.
As for Elemental Childe, I think Heart of Depth will be more ideal, as it has Hydro benefits.

I plan to switch to noblesse if i can get it that is, but wanderer troupes artefacts are currently the best for him right now since i rely on elemental reaction

'cause I managed to get Noelle's Defense so high, when she uses Breastplate (which heals the others whenever she attacks the opponent during the shield), she heals them more than enough... like, I got Amber and Sucrose to full health with five claymore swings.
You know the first rule in combat? shoot them before they shoot you.

I don't think having a character outshine another is a bad thing
Like, if you enjoy playing that character, then why not put in the effort to build them? c':
My Noelle is currently C6, with 8 - 10 - 10 talents, 1.6k ATK, just over 2.6k DEF, 4-piece Retracting Bolide with Whiteblind
I typically use her as my Azhdaha carry bc of her shield and healing, and in the Spiral Abyss
Whilst her plain normal attacks are a tad underwhelming, I pair her with Ningguang (for geo resonance and extra geo dmg from the Jade Screen) so her burst sweeps through almost everything-
I'd say to build DEF on her if you want a healer, but if you want her more rounded, try to balance your ATK and DEF? If that makes sense?
But Noelle is great ♡ The true selfish DPS

It's a very nice feeling when I fight boss monsters, they start their attack and I just use her skill and chill for 12-ish secs, by the time most attack phases will be over.
