You really just need to keep trying. Shellder are a rare find, other than just fishing there's really not much you can do

exactly like what BlackReshiram said, they are VERY rare, I have been fishing for the past 1 month to get shellder but so far 0 caught

Just be persistent, fish out ur whole energy bar and you’ll get 3 soon enough within a month
