The quest requires a "trustworthy partner with whom [the gem collector has] done enough gem deals with in the past."

If you can't see the quest yet, then you should trade some more gems for Pokémon eggs with him :)

On PokéHeroes, a "quest" always refers to a permanent addition to the site, while an "event" is a temporary addition :)

has anyone got any idea how many deals we have to do with the gem collector? and if it has to be deals for the same kind of egg or different kinds?

The kind of egg doesn't matter, only the amount of Gems spent.
