There’s no strategy here whatsoever, it’s completely dependent on its stats

I suggest a ticket be 1k pd and no equivalents. Only PD allowed. This is my suggestion only though~
I would also sponsor the prizes

1)users pay 300pd to register as many pokemon he wants in the lottery, the pokemon is must have atleast 7 digits pokemon id
2)lets use random number generator to draw a 7 digit number. And then compare the digits,
If
4 digits match: 3rd prize
5 digits match: 2nd prize
6 digits match: 1st prize
7 digits match: grand prize
3) those who sponsor prizes get a portion of entry fees (to be decided by us soon)
4)the sponsor for the grand prize gets a less percentage because it's really rare to win that prize, but if someone wins the grand prize, then whole money goes to the sponser

More rules
1) if 4 digits match, it's the third prize and only third prize, he cant get the first or second prize even of no one got it
2) prizes can't be changed when tickets are bought
