I saw this crobat and it claims it has a special power.

It can't mega evolve or anything what does it mean by special power and how do we get Pokemon with special power?

That means it is able to mega evolve
Give it mega stone and level it up to lvl 50

Mega Crobat's sprite was created and designed by Mafia who was a winner of the Event Spriting Contest.
