I hear about these Rowan Quests a lot but I'm not sure what they are or how to get them? Do you have to be a specific level?

The appear randomly as you enter Rowan's Lab. The more recent ones have a level requirement, but I don't know them anymore ^^'

Just keep visiting the Lab from time to time and you'll eventually get them (:

@berrypass : You are eligible to randomly find a Rowan's task at the Lab.. it'll be better to actually accept that task on a Monday (in a "leveling up" challenge, your rival Pokémon usually starts leveling up on a Monday and onwards :( ).. so you can have a bit of time to catch up if it is a "leveling up" challenge before it ends on a Sunday, ~~especially when you don't go online that much on this site~~. ;)
