For the Easter event people are saying that there can be eggs in places I cant get to yet, Fourth berry garden area, Newbie mentoring, Pokeradar, Premium setting etc.

Can the eggs spawn there if I cant get there?

it really depends on if it is a page that unlocks by buying premium or not. if you need premium to access it, then it's not there.

I don't think it would be on newbie mentoring since Raiko specifies the highest trainer level you'd need to be to access all the possible pages is 15 and according to the Wiki Newbie Mentoring isn't unlocked until A higher trainer level than 15

It's not under newbie mentoring as this requires level 30.
