They are designed to keep the remaining humans in one place, away from the "fears." But this is also easily just a way to kill us all off faster. Trap everyone in a small, confined place, and then kill them. No?

Levi woke up first while Chloe was comfortably snuggled up on his lap, asleep. He poked her to wake her up but she just snuggled in a tighter ball.
