I'm pretty sure they said that Anarchy was silenced. It wouldn't make sense for him to act like that or claim that Anarchy was silenced. Not only would they risk getting caught if that wasn't true, but the fact that it /is/ true only confirms that Kuruma is the silencer.

I don't think that is the case due to Sci voting. If he was silenced he wouldn't be allowed to publicly vote. At least, I don't think so.
