My suggestion is to automatic report active members that does not return their clicks inside an period of time. The punishment can be: remove their name from Clicklist for certain time; Reduces their interaction beneficits; Other of your choose.

Remove a user from a click list because they're not interacting? That's pretty harsh :b
Users don't have to interact. Maybe they're busy doing something else on the site.

What about people who might be away for a few days? Or people who have work, school or study so can't interact as much? And then there are our mods who might be busy doing other things for the site. Why should they be punished?
Also, consider the x2 days, and the first few days of a new event, where you could get a few thousand clicks on your pokemon. I do my best, but there are some days when it's just impossible for me to clear my un-returned favors list.
Another point is the varying time-lines. At 00:00(pokeheroes time) the list is reset to 0. A lot of people aren't online in the hour leading up to then so wouldn't have a chance to clear their list.

Everyone is busy with something, but never return the clicks is disrespectful. And as I highlighted in the image above, it will not be forced to return the click immediately as your response suggests that you have thought. And the punishment is also a sensible suggestion; if you do not repay the clicks because it deserves to be clicked? And it isn't a permanent punishment.

There is much more to do on this site than interacting alone, and you want to punish them for participating in the community?
Just curious to be honest, but what would the time limit be? If they appear active, but recently logged of, they'll be automatically removed from the 'online clicklist' simply because they aren't online anymore.
And what if they are clicking, but haven't gotten back to everyone yet? Would they still be 'removed', because they had too much interactions to return for the time period given? That would, again, be very unfair, because they aren't 'bad clickers', as you define them, but they'd still be removed...
It is still a personal decision whether or not you click (back), but clicking someone is not without its reward, so you'd be punishing the clickers as well with your suggestion.

Some people like to Roleplay and play the forum games and sometimes they don't have time to interact back. So there's no point in this suggestion.

And you say disrespectful, no one here owes you anything. You click and you get money, ggc, events if there is one. The site rewards you for clicking others, we don't have to if we don't want to.
If you don't like the idea of people not clicking you back, then don't click. Because it happens. I click personally for the money and the ggc I get from doing so and events, I don't do it because I demand people click me back.
