Hey,

is the chance of getting powder as reward for completing bulletin board orders influenced by how many orders are deliverd or removed? Like, should I deliver all the orders to get powder or can I also remove them all until it shows up?

The chance is not influenced by that. You can just remove them until a white powder task shows up.
