I think there are a few issues with the current quest system:
- Users are incentivised to use berries (higher rewards), more users mass clicking storage boxes, less users clicking online list.
This is because of a relatively recent change, which allowed you to transfer berries from the garden to your bag.
- Price of rare candies has increased from 7-8k to 12.5k
- Nuggets have increased from 1.5k-2.7k (flutes)
- Requires a lot of friends / constantly posting click exchange feeds
- Less users interacting in general; smaller active userbase compared to before

Current quest level requirements: 100/145/190/245
Oak Contest level requirements: 100/140/180/205/255

Yes, the powerorbs have been introduced, but you need 125k to get to 100, and it’s not worth to use them at higher levels. [Wailord needs 164k, as it’s in the Fluctuating exp. group, so it might be better to change it to another Pokemon, that’s in the Slow exp group, so it needs 125k orbs, matching Magikarp/Dragonite.]

With an average of 10 levels a day, 20 on 2x; 80 a week, and assuming you use 125k orbs to get to level 100, you could reach level 180 in a week. With flutes, you’d get to 260. Wailord is impossible without using 10 candies (or flutes), and Dragonite requires you to have flutes active the whole week.

Note that flutes are a premium item bought using a premium currency. You shouldn’t be expected to use them for a quest/story-line, especially considering how much they cost if you’re buying nuggets with PD.

However, simply reducing the level needed would just mean users with flutes complete quests faster (which isn’t a big deal for the one-time quests, but it is for the Oak Contest). I think the best solution, is to make flutes/premium boost not count for the quest mon, and lower the level requirement (from 100/145/190/245 to 100/130/160/190).

The Oak Contest level requirements should also be changed, as currently, users with flutes can casually farm Festival Points, without putting in much effort. Like I said earlier, the best option is making flutes not count, and reducing the level requirements. Potentially to 100/130/150/180/200 [for Oak Contest ones].

Another potential option is keeping the current level requirements, but Rowan gives you flutes if it seems like you’re losing (similar to how one of the Oak Contest rewards is a Yellow Flute).

Edit:
Wailord - used 164k orbs to get to level 101. 3.5 days later, at level 125. ~48 levels gained in a week, only gets you to level 150. 40 candies needed to win, which is 500,000 PD.
