How do we get the alolan forms for Raichu, Exeggutor and Marowak? Are they available?

Currently, the only way to obtain them is through the Alola rumble mission. Iirc you randomly obtain it from the lab

I'm guessing it's the same system for other evolved regionals without basic forms (ie. Galarian Weezing and Hisuian Typhlosion)?

For Galarian mons yes, there is a Galar Rumble Map. (Wiki article regarding Rumbling)

For Hisuian Pokémon though, it's a little different. See this Wiki article + this additional Minor Updates post
