Hello! If you're asking about your profile picture, you'll be able to edit it by hitting the gear icons in the bottom-right of your screen! There'll be an Account tab on the left, from there you can swap it out ^^

Alternatively (if you are on desktop), you can hover over "Settings" close to the top of the screen, click on "Account" and there you can upload a new avatar from your Computer.

If you want to add a picture to your profile page, your signature or your forum post, you would have to use BBCode.

[img]IMAGE URL HERE[/img]

This does not work with images from your computer, you have to use a Link to the image directly.
