Is an egg’s shininess determined when you get the egg or when it hatches? If I have a fountain shiny boost one day when I claim the egg, but it doesn’t hatch until the next day when I don’t have a shiny boost, will the boost be applied to it or not?

You get the 'normal' odds of shininess when you adopt. The modifiers (radar, fountain) are applied when it hatches.
So no, if you adopt an egg today, with fountain boost, but only hatch it tomorrow, without the fountain boost, it will not get the boosted odds.

I saw that Riako said in another post that the Winter Numel shiny odds are boosted regardless of when they’re hatched, and I was wondering if the same might apply to Ogerpon, but I’m guessing the fountain wouldn’t boost either of them if it doesn’t have the boost on the day they hatch?

Yes, the Numel boost is linked to the Event Distribution. The fountain is its own thing.
