I assumed it was since my cyndaquil (now typhlosion) hatched with mega capability but I saw someone else's swampert starter couldn't mega. Am I just lucky?

Yes, you are extremely lucky :) The first starter is NOT a guaranteed Mega. Congrats on your Typhlosion :)
