I was recently very active in the Safari Zone as I hunted down a Vivillon (Polar). I acquired the Shiny at Chain 120, which was around 200 entries into the area.
During that time, I encountered Rotom and Tornadus three times each. I understand that those Pokemon are Rare/Legend, but people shouldn't have to go 30+ rounds without seeing a single one.
If need be, you can always make them appear more often while also making them slightly more stubborn when it comes to being caught.
