I looked it up on the Wikipedia and it says that Royal Tunnel paths should be unlocked when the previous one has been completed. I have gone through all 20 multiple times but still only have the Beginner path

Did you have an empty party slot when you completed it, to get your Regirock egg? If you didn’t, then it won’t count as completed.
